Talk to a bold guy at the ship building house (Don't know what else to call it) its at the south-east side of the city and is made of wood. He will ask you to see Capt. Stern and then they will move. If you want the TM thief you should talk to one of the first team Magma members you see inside the museum.

Right, The first time you have to go and talk to a man looking at some looking at some plans in the brown building with some cannoes outside in slateport and he will tell you ' Capt.Stern is out right now please can you dilever it to him personally' so go to the museum in slateport and the queue of people sould be gone. then go to the top floor (this costs $50) and talk to Capt.stern then two magma grunts will appear and you have to battle them. after that everthing past slateport should be clear from all magma grunts until you get to the next part of the storyline.

I had trouble with this too. You need to get the magma emblem from Mt. Pyre, then go to Mt. Chimney down the side, and a hole will open up. This is team magma's base. Infiltrate it then go back and the wailmer will be gone. Hope that helped!
