Work you way to the top of Pokemon tower (you must first of beaten them in mahogany town) then beat the rocket at the top of radio tower and he will give you a basement key so you can go into the underground tunnel and fight them again. Have fun :)

( you go to a building in the city and it has stairs that go down go on them , also you battle people. ) then after you battle the people if you did not battle them or did not see them you look for a guy in the team rocket suit and he give you a team rocket suit which you wear. then you go in the radio tower and you go talk with him and your rival then you battle every person from team rocket. after you battle everyone and go in the elavator then you talk to the guy and he gives you the rianbow wing in heartgold or the silver wing in soulsilver.
