ok here is how to get pelleas. First you have to have already played through it at least once. then when you play through again you have a third choice when he asks you to kill him. SELECT THE THIRD CHOICE then he will show up in part 4-2 around lvl 12. My suggestion is to lvl him up because he is a very strong character and the only dark magic user other than Sephiran.
