If legitimately earning play coins. (i.e. not changing the clock) The 3DS will allow you to earn a maximum of 10 play coins per day, one for every 100 steps. (1000 steps for 10.) For the average person, this would equal about 10 minutes of walking with your system per day.
You cannot send them to other 3DS systems. If you do a full system transfer to another 3DS, then all your play coins - as well as everything else - will be transfered to the other 3DS.
