Warm compression with a hot cloth or just running hot water on it. It'll eventually burst. You will need to wear cotton underwear and have gauze sitting on the boil itself to catch any leakage.
It depends on the boil. If there is a head on it, you can lance or pop it and then put antiseptic on it. If there is no head on it, then you can clean it, gently exfoliate it, and apply wet, warm cloth to it. Then when it gets a head, you can try lancing it.
If the above fails, you could try applying peroxide to the boil. Sometimes that will make some of the pain or swelling go away, even if it doesn't let you pop it. While draining the boil is likely the best way to get rid of the infection, sometimes applying peroxide relieves some of the infection and pain and makes it more bearable in the mean time.
Or, you can see a doctor. Seeing a doctor is particularly good advice if your immune system is compromised, if you don't heal well, or if you have Diabetes.
