If you mean a spray cap for a hydrant, you have to ask the city for one if it's allowed.
*Note* In some areas opening a fire hydrant without permission is a crime.
Ordinary water is used in most fire sprinkler systems. Most fire sprinkler systems are connected directly to the same water you get from the fire hydrant, which is also often the source for drinking water as well.

Pool, Body of water, Sprinkler, Fire Hydrant, hose
Fire department connections are actually used in fire sprinkler systems. When any fire occurs water is discharged from the sprinkler heads that have fused, and are discharging water to supress and extinguish the fire. The fire department connection is used by the fire department to add to the water supply to the sprinklers and/or charge the interior hydrant connection withn the building (if any).
The FDC and hydrant aren't something that connect directly together. In order to put any kind of water pressure into a sprinkler system, an engine HAS to pump it in. Therefore, as long as the fire apparatus has enough hose, or can GET the hose from other apparatus the hydrant could hypothetically be a block away. There may be problems with friction loss with any large distances though. In my local area, the fire department has a maximum of 150 feet from the FDC to the Fire hydrant.
i saw the fire department working on a fire hydrant
Because its the only type of hydrant there is
Fifteen feet from a fire hydrant is fifteen feet from a fire hydrant.. Just the same as fifteen feet from the fence..
