The bridges at the start are closed because of the storm.They will open once you do complete some missions.After some there is the requirement for going to the other side of the city.So that is why they open later on.

∙ 11y agoBy actually playing the missions and progressing through the storyline. That's what gaming is. If you want to do it early to have some fun, then you can try using the flying cars cheat and then spawn a tank. Get onto the Callahan Bridge just behind the barriers, and spawn your tank. Get inside and turn the turret so it points backwards. After you're halfway along, begin firing the turret rapidly. Once you hit the edge you should soar across.
Note: When you die or get busted in Staunton Island or Shoreside Vale (which can be accessed from Staunton via the Porter Tunnel until you unlock Staunton) you will respawn in Portland again.
