if you go to moville city, at the right of the poke mart there is a house (near the yellow building). go inside and talk to the guy who kind of looks like a profeccer. after a chat he will give you the hm rock smash

∙ 12y agowhen you complete all 16 badges then go to professor oak . he will give you rock climb it is good enough move against flying type pokemon. and a really good HM as it allows you to access the tricky places . and if you want a kyogre the you really need this HM along with surf, waterfall and whirlpool

∙ 11y agoI got it off the first gym leader! You defeat him, then go into TM and HMs in your bag.
Give to rock pokemon! Or go into your pokemons and selet a rock pokemon, and click on GIVE. (If you don't have a rock pokemon, go into the mine and get one. This is what I did. Geodude is a good one!)
