The Hidden Gun is one of the upgrades invented by Leonardo da Vinci on the wrist device (Hidden Blade) of Ezio in Assassin's Creed II. You get it by completing Memory Sequence 8. As soon as you beat it you will receive a codex page which if taken to Leonardo, will grant you the hidden wrist gun.

If you are talking about the Dual Hidden Blades, then you have to just progress through the story until you receive Codex Pages to upgrade you weapons. Then, you get the Dual Hidden Blade.
