You get the postman's hat by working through the kafei side quest. on the final day, give the "priority mail" to the postman, and he'll deliver it to madame aroma. She'll tell him to evacuate, and he'll give you his hat before he bails out. Make sure to check any mailbox to get a piece of heart! After that, you'll get only get green rupees for checking mailboxes.
