To find Resetti in the city, you have to go there after 8:00 p.m. on any given day. Don't go up the stairs, but rather take a right immediately as you get off the bus. Normally, there would be two cones there blocking your way to go any further, but on a random day, one of the cones moves aside so you can go back there. That is Resetti's Surveillance Center. Talk to him, and if you promise to keep his Surveillance Center a secret, he'll give you the silver shovel.

The silver shovel can only be gotten from resetti's maintenance place in the city. You can only do this after 8:00pm each night. Once you reach the city, go all of the way to the right. There are 2 cones in this location. If they're removed then you can proceed through to his maintenance, talk to him, and you he will give you the silver shovel. the chances that he will be open are poor but carry on trying and one night he will open them

I believe your mistaken, there is no silver shovel that I've heard of. Only golden shovels and you get that by burying a shovel for three days.

I think you have to get the fountain in your town first! and then you have to throw your original shovel into the fountain, which will result in you getting a silver shovel back.
