You need to get an action replay cheat system and put in a code for the eon ticket that's how i got mine anyway.
Answer
1. If you have Pokemon emarld, ruby and sapphire. Go to the hall of fame in the battle frontier and mix records with emerald and ruby, or sappire. When you are done it will say "You have made the Eon Ticket" and "Do you want transfer it to emerald?" or something like that. This ticket will get you to southern isand.
2. Go to Toy's 'R' Us or Nintendo events to get a special card.
3. Trade it from another Pokemon game that has one.
4. The way I did it though, was by hacking the game... If you want to have a go, Join Demonoid.

Once you have joined you can get any Pokemon or anything you want really, you can even re-create the game if you're smart enough and want to take the time.
Also you can get any Pokemon game there, but keep it quiet please.
You'd need the E-Ticket which was distributed years back when the Pokemon Heroes movie came out. You'll need a cheat code in order to obtain the item.
