You have to complete the mission "The Final Countdown" and be a level 48 wizard.
You can also the a mission were you have to DeCode a message and obtain the Celestia Spiral Key but you still have to be level 48 to go there.
So both ways will get you to Celestia just make sure you do some extra sidequests thought the worlds so you dont end up beating Malistare under level 48
