Ok I had trouble figuring this out too first you GOTTA be a storm wizard second you have to wait until level 48.Then the storm teacher gives ya a quest. each school gets a powerful spell at level 48 so hoped this helped:)

∙ 13y agoBy lucking out and finding it in either a chest, or as a drop from a monster in game. This card is one of the few cards out there that can't be crafted. A MAJOR design flaw of the game, since other crafting recipes require items that include this as a component.
