impossible but you can get a hoen starter Pokemon by catching or defeating latias (heartgold) or latios (soulsilver) then taking to Steven at silph co. then choose one of the following orbs.
green orb: treeco
red orb: torchick
blue orb: mudkip

You dont need to defeat/catch latias (hg) or latios (ss) to get a hoenn started. I beat Red and got it a treecko. I dont know if you have to beat red to get it or not, but i didnt catch latios or defeat it.

However, if you have Pokemon Ruby, Sapphire or Emerald for GBA and you already beat the elite 4 and champion, and got a national pokedex, you may transfer Pokemon from the GBA to the gameboy. By placing the GBA game in the second slot on a nintindo DS (Nintendo DS and Nintendo DS lite only) , turning your heartgold or soulsilver virsion on, you should see an option allowing you to transfer from the GBA game. *-Sorry.... I got a little carried away with it-*
