Go in the second entrance on Mt. Mortar. Go up the waterfall and keep following the entrances. They will take you all the way to the Karate King. He has a level 36 hitmonchan and level 36 hitmonlee. After beating him he will give you a level 10 tyrogue.

∙ 13y agoThe Karate King is in the basement of Mt. Mortar, East of Ekruteak in Gold, Silver, Crystal, Heartgold, and Soulsilver. He has a Hitmonlee and Hitmonchan, and will give away a Tyrogue upon defeat.
