To check your trophies on PS3 go to Games in the XMB. Near the top of the list there will be a trophies option, select this and submit. If you have an online account your trophies will be synced to or from your account. After the sync(if any) you will be able to see all your games that support trophies, and the trophies you have earned for each one.

It depends on what you mean by Cheating and PlayStation Network. If you mean PlayStation Home then you can report them by pressing "Select" (opposite side on the controller of the START button). If you mean on the Network overall (accounts, trophies, online multiplayer, etc.) you need to contact Sony if it is against their terms of service.
