Were you born at the base hospital? If so I'm willing to bet that the birth was recorded both in the hospital's records and possibly locally in the town, city, or county in which the base was located. If you were born at home, and your birth was never recorded, you're in for a hassle and may need legal help in getting your legal brith record established.
I'd start by contacting the base hospital (if it's still in existence) or the Chief of staff for the USAF medical corps. I'm certain that these records are never destroyed and are available somewhere.
Word? You're asking this? You were born in California, that's in America. You're cool. Go to the local government office that handles birth and death certificates and they can get you a copy of your birth certificate and, maybe, a wallet-sized certificate as well.
If you were born at a US Military Hospital - somewhere - the records for that hospital will exist, and you should be able to get a copy of the record of your birth. Contact the USAF for further information on the proper procedure.
On the other hand - if you were born in a civilian setting, and your birth was recorded in the records of a UK hospital but NOT in US military records, you MAY have to go through the Naturalization process for US citizens.
This was the situtation for one of my lifelong best friends whose parents were stationed in Germany. but he was born in a German civilian hospital.

Birth certificate in France are issues by the town halls or your birthplace. First make sure of the exact location of the American base, then write (or check on the internet the online availability) to obtain your birth certificate (in French: un certificat de naissance).
