Try seeking out a PR firm for musicians, there are quite a few out there. You might also want to hire a manager on a commission basis to help deal with PR for your talents. You will want to have demo CDs and promo material mailed directly to DJs and need a list to send the promos to as well. Try locally first and build your reputation from there.
As far as I know, based on years working on the air, is that stations most often buy weekly or monthly distribution (on a CD most often) of various songs/artists that have been "released" for that time. The stations pay the company that compiles these CDs, in addition to royalties to ASCAP etc for the right to be able to broadcast any such songs on the CDs. I don't know who/what exactly determines what songs are included, nor can i recall the name of the company that compiles the CDs, but that is how it worked at stations I've been at over the years. Stations now often have music (and other audio) stored on computers, which are wired into the broadcast counsole (the "board") to mix into what goes on the air. Stations can also receive promotional music from either local artists or the recording companies, etc., so depending on the station format and the Program Director's inclinations, these other sources may also be used.

It is one of the two: 1. People don't like the song and don't listen to the radio when it is playing and this causes the radio to not play the song because that radio wants people listening so it can make money on ads. 2. The radio doesn't play that type of music and plays music that most people like.
