I have seen custom content that has wings attached to the back of certain dresses. However, if you just have the base game there aren't usually wings. No sims can fly unless there is a glitch.

You can get other items free by downloading random sims you see with clothes you like from the sims 3 exchange. You might, but might not get the clothes/hair, it's just luck. Choose wisely! But I downloaded her onto my sims 3 game, and i got her wings. Hope you get them too! :) (To put the wings on your sims, they will be in excesseries, and you have to put them on for every out fit, but it's worth it! And don't worry, you can change the color.)
