Cork does not need to be glued. If it is compressed in the bottle neck, and then made wet, the water makes the cork expand.
Have you tried super glue or hot glue gun? Not sure what you are trying to do, but maybe an "outside the box" soloution would work for you like straight pins. Whatever sticks out of the back side could be bent with pliers to lie flat against the back (like brads).

To attach a metal comb to a veil using Velcro you would need the Velcro on the band of the headpiece and then use a good glue from a craft shop such as 'Michael's Crafts' and use one-sided Velcro (one side smooth) and use the glue on that side to attach to the metal. Tite Bond 2 will work on cork to cork, but not as well as the new Elmer's Spray Contact glue.
E6000 glue works best :) You can also glue a small wooden circle or felt circle inside using the e6000 glue and then attach to the hair bow with regular hot glue :)

The new Elmer's Spray Glue is very good for that.
