Can you cut a border collies hair for the summer?

No. You should never shave a border collie!

These dogs have a soft undercoat for insulation AND a longer outer coat for protection against wind, rain etc. If you shave the dog, it will have no protection against the elements and will be very susceptible to illness as the wind, rain & snow can soak all the way to its skin.

Also, the dog's outer coat may never grow back properly if you shave it off, so you run the risk of ruining your dog's appearance forever.

Border Collie's are made to be long coated so DONT shave a Border Collie EVER

Most border collies are never shaved, just brush and trimmed. But, if you are shaving your dog because you are afraid it is too hot outside, I would leave at least two inches so that it doesn't get sunburned. A full body clip isn't necessary for climate reasons though, but a "hygeine clip" could help. This would be just clipping the chest, armpit, and belly area. you could remove other hair elsewhere by using an undercoat rake. This is all that is needed for your dog to be cooled. :) Hope this helped.

The short answer is, with patience and care. Border collies are active and energetic dogs with very long and thick hair coats - getting one to sit still long enough to brush out its coat can be a challenge if you haven't trained it properly.

Start with light brushes over the surface to get the worst of the dust and any superficial shed hairs out. Then start working with a comb through the coat, being careful to not pull on any mats or snarls. Pick a place to start - my dogs typically had me start on the belly then work around to the back and tail, then up the spine to the shoulders, head and neck. Simply keep up with it, and don't be afraid to hire a groomer for the big sheds in spring and fall - it is worth the money to let a professional take care of those headaches.

You can give a border terrier a haircut, yet if you cut their fur, it in fact makes it grow quicker, thicker, and indeed longer. Instead, why not try sending your border to a stripper? They strip back all the dog's long and unruly hair to reveal their beautiful undercoat. It is completely harmless to your dog and you can even do it yourself with the right tools!
