don't change his/her lifestyle abruptly. gradually lessen their food intake (to a safe level, not too much) and exercise with him frequently. try jogging or walking with him daily or, if you can manage, twice a day. don't go to extremes, though; this will make him want food more. see a vet if all else fails.
My dog is also overweight. And here is the routine I do that has been helping.
1.) I take him out for walks 2 times a day for about 30 mins. If you have a small dog about 20 mins. You don't want to dehydrate them so as soon as you get back home give him fresh water.
2.) Do not give him the usual big bowl of kibal and juicy treats. Instead, try finding some kibal with a special diet routine or ask a pet store manager. Instead of doggy treats, try small pieces of skinless chicken (not too much) or something that has less calories.
Simple stuff. And usually I would put hot water in canned diet foods for dogs so the food would soak up the hot water and when my dog eats it he will fell like he has a full tummy. Plus, it helps upset stomachs.
Do not exclude fat from his/her diet. Fat is essential for health and it is essential to sustain life, whether it be the life of a human being or the life of a dog.
Long walks, dog food that doesn't contain wheat or plan based materials, and only feed them at specific times of day, never leaving food out of them to eat constantly when bored.
well you can put the dog on some dog food that will make him skinner or just take him out for a job once in a while.

Well, the one with Carrie Underwood in it, is a Miniature Pinscher, or a German Shepherd. But I think it's a Miniature Pinscher!
