To install Windows 95 from MS-DOS, run an F disk before formatting the hard disk. Then add a switch /S so that the partition will be bootable.
Put the Windows 98 disk in the CD drive and reboot the computer. This should take you through the steps necessary to install 98.
Yes, the installer will allow you to both upgrade and format with a clean install in all cases.
They are different things, if you have not yet purchased an upgrade disk you should invest in an install disk. Otherwise you will have to upgrade from Vista to windows 7 every time you want to reinstall.
If you upgrade the system through the windows 7 installation menu, it's supposed to keep everything. If you do a fresh install, all your data on the system disk will be lost.
Boot with Windows install disk and follow instructions.
If you are interested in upgrading to Windows Vista you can find several ways to do so. One of the first things you must do is make sure your computer is compatible for Windows Vista and has enough memory. You can purchase a Windows Vista disk from a electronic store such as Best Buy. Insert the disk and select install when the prompt comes up. Follow the install wizard as instructed.
It Depends What You Want To Upgrade, If you wanted to upgrade from say windows vista to windows 7 then YES you would need a disk, however if you were downloading the software to upgrade then you could put it onto a USB flash drive and install that way, some OS Like LINUX provide a installer which you can download from their website
The short answer is - you can't ! Every copy of Windows software must be paid for, whether that's buying an upgrade from the version you're already using - or a complete install disk. There are no legal free downloads of Windows software !
Windows 98 discs do not need to be activated, and yes, they can still be used to upgrade an older installation of Windows.

Of course, backup all your files to an external hard drive and perform a clean install with your Vista disk. They only make it easy to upgrade never downgrade. If you do not have an external hard drive, create a disk partition to use as your file backup.
If you have had your computer since Windows 95 then it probably does not have processor speed and RAM that will give you an acceptable experience if you install Windows XP on it. If you want to try anyway I suggest a complete disk format (after saving to another medium any files that you could conceivably want to access later). the install Windows XP.
No, you shouldn't need a drivers disk besides the Windows 98 disk. It is however always better to do a fresh clean install rather than an upgrade as this just "overlays" your Windows 95 and there have been some problems with the upgrades. If the system asks you for a certain driver, you can alway go to Microsoft and download the needed driver for free.
