It doesn't have a speedometer cable. The speedometer is operated electronically.
To fix a cable on an electric window on a 2004 Chevy Epica you need to first gain access to the wire by removing the door panel. From there, you can either fix or replace the cable.

The 1997 Chevy Blazer shifter cable will have swivel nuts on each end of the cable. Connect the shifter cable and turn the swivel nuts to the right to install the shifter cable.

Your 1983 Chevy Silverado accelerator cable is held in place with swivel nuts on each end of the cable. Connect the accelerator cable and secure it by turning the swivel nuts to the right.

If its broken, then the cable is released. IF the breaks are still sticking, then the rear brakes will have to be opened up and the mechanism freed up.
If the window is stuck in the down position on a Chevy Silverado, the door panel will have to come off to access the cable mechanism and fix the window. If the windows are electric, there will also be the wiring assembly for the window to remove.
