There are "insulation pins" that are basically a spike with a "waffle" base that you would glue to the concrete. When the glue is dry, you put the insulation over the pin and force the pin to stick through the insulation. There is a washer that will go over the protruding pin to keep the insulation from slipping off. Then, you bend the pin over at a 90 degree angle to keep it from poking someone or something it isn't supposed to.
You will want to make sure that the concrete is clean before trying to apply the adhesive. You will also want to make sure that the "washer" does not push the insulation in too far (crushing it and reducing it's effectiveness Look up the insulation manufacturer that you will be using (Dow Corning, etc) and they will probably have specs on the placement of the insulation pins.

The only reason that I have heard of for insulating interior walls was for sound deadening efforts. There is no heat gain or loss advantage to insulating interior walls.
That's sort of a strange question. A concrete slab is a horizontal surface -- it's meant to be a surface you stand on or build things on. Concrete blocks are usually used for vertical surfaces -- walls. I believe that poured concrete walls are more expensive than concrete block walls. You wouldn't use concrete blocks as a substitute for a concrete slab.
