Don't flush tampoons, baby whips, and anything other than, well, ya know. If a plunger don't work, get a augger, if that don't work find a vent stack or pull the toliet. Or call a plumber. But keeping other items from flushing down the toliet will prevent it from overflowing
It overflows either because the drain is clogged or it is not vented properly. Somethng to try that doesn't cost anything. Get a 5 gallon bucket and fill it 1/2 to 3/4 full of water. Pour it into the bowl as fast as it will take it. Bring the water level to almost over flowing and keep pouring. This is a much larger volume of water than is usual and may help to clear out the line. There may be some issue that this will not help, but it doesn't hurt to try.
snake the main drain,it may be quite far down the line, or if on a septic system your flow is too slow
1) Turn off the tap (faucet)
2) Empty the bath
3) Mop up the water on the floor.
4) Dry the room out (and perhaps the room below)

Which part, the tank or the bowl? If it's the tank, you have a problem with a restriction between the tank and the bowl. If it's the bowl, you have an obstruction in either the neck of the toilet or the drain pipe below the toilet.
