A volcano is extinct if it remains dormant for 10,000 years. A volcano might become extinct when the eruption is so violent and explosive that the whole structure of the volcano is blown away. Another reason is the hotspot theory. A hotspot is located in the middle of a plate (below it). When the hotspot emits magma, it will form a volcano. As the plate moves, the volcano located on the plate moves together with it. It is then cut off from the magma source which is the hotspot, and it becomes extinct. The process will then repeat itself.

If the volcano has not erupted in recorded history then scientists can say that it is not dormant, but extinct.

scientists record how long it doesnt explode and if it doesnt explode for a long time it is extinct. although no one will know for sure

You can also look inside it and if you melt then its also active.
