Yes they did, I read The hunger games and saw the movie three times. Both the movie and the book view the hunger games the same. Each character views the hunger games differently though so that might be a tad confusing. Examples being a career Cato would see the Hunger Games as an event that shows character, strentgh, and endurance. Rue might see it as her death because she is so small. The capitol would see it as enteretainment.

They can relate their feelings and emotions to their characters better when saying "I" rather than "He" or "She". The Hunger Games is full of emotion, and Katniss Everdeen is full of constant emotion. Her thoughts and feelings are better shared in first person point of view.

If you mean where she was in the arena, we don't know since the book was written by Katniss's point of the view and she didn't pay much attention to Rue during the beginning of the games.
The series is in first person view so you can't hear the thoughts of some of the other characters and you could have a more close relationship with the main character. Also, in the end Katniss writes a book about her life and I have the feeling that that book is the Hunger Games so for obvious reasons it would be first person.
