There are many ways to test which way the wind is blowing. If you have a wind socket that will tell you which way. Also if you have a flag which ever way it is facing, then that is the way that it is blowing. If you have neither of these, stick your finger in your mouth and get it wet. you ill be able to tell which way it is blowing because one side will be dry.
One way we can be certain there is wind is from watching the weather. Fronts 'move', often in certain patterns. Wind almost always drives weather fronts and the direction of the front is due to the direction of the wind. Another way we know wind exists is from noticing when and where it doesn't exist. For example, sailors in the past quickly identified that their sailing ships did not move very fast in certain waters near the equator. It took longer to pass through that section, before again encountering the Trade Winds on either side. We see the effect of wind on water--in ripples on streams, waves on rives, lakes, and oceans. We also observe other effects of wind-- a flag curls, a leaf dances down a sidewalk, a lady's skirt lifts, our umbrellas sometimes turn inside out in a strong wind, etc. We hear the sound of stronger winds, such as when it rattles the windows, or howls around man-made structures. Some people claim they can smell changes in the air prior to a storm that brings high winds.

The reference point is FROM that direction AND that is the way it is blowing.
When we measure wind direction, we go by the direction it is blowing out of. If we have 315. 360-45 = 315 which on a compass is NW. This wind we are talking about here is out of the NW. It would then be blowing SE.
