easy,

1 diaphragm leak down test passes.

2- fuel pressure is at high spec , key on , not started.

3: fuel pressure drop 10psi started.

and if you apply a vacuum to the FPREG, the pressure drops more.

that be it.

all assumes the return line is free and

pump passes the shut test (pinch return line) and pressure shoots to 60psi.

do this only for 1 second,
