Some amount of skinned surface is normal, but potatoes with large skinned and discolored areas are undesirable. For general-purpose and baking potatoes, look for reasonably smooth, firm potatoes free from blemishes, sunburn, and decay.

It depends on the variety, but typically when the vines have fallen down and are dying or dead, the potatoes can be dug up. Certain varieties such as plain old red potatoes can be harvested almost any time you like after the tubers have set. They just won't be as big as if you let them continue to grow.

i herd it was 13 weeks or for baby potatoes when the stalks are 1.5 ft in hieght. if you want baking potatoes uproot when the stalk is 1meter.
