You know the starter is going bad when you have a dragging starter.
you will hear a loud screeching noise from where the starter is trying to engage with the flywheel...if these cogs are worn the starter will slip and make this noise.

If you really don't know where a starter is, I suggest obtaining a repair manual.
The starter solenoid shows to be on top of starter. If you don't know where the starter is located, follow the positive battery cable. You may have to get under vehicle to get at the starter. I replace starter and solenoid as a unit. Now, if your talking about starter relay that is a different animal.
The only 100% sure way to know is to remove the starter and had it bench tested at your local auto parts store.
