As both a student and at times a teacher of ASL (American Sign Language) I am often asked this question. I am fairly fluent, (And I'm still learning past twelve years of study...) but it was by no means a quick jog around the corner, to speak metaphorically. The problem is in the field of what I like to term as "Memory-Recall." If you aren't patient with yourself in learning any language spoken or not, and don't practice and utilize repetition and interact with speakers of the language your memory recall of the language is suspect to becoming forgotten just as quickly as you learned it, or quicker.

My recommendation is to learn the art of patience and take your time to learn it (learn at your own pace)... you'll find it invaluable. Of course you can't expect to become fluent in any language overnight. However, there are ways to learn whatever Sign Language you are studying somewhat more quickly. But this also depends on your goals. For example, in many countries you can take college courses to learn that nation's sign Language to a slightly-beyond-beginner level. In the U.S. ASL courses are offered not only on college campuses, but in some workplaces as well. If you plan on interacting with the Deaf on a daily basis, it may be a good idea, to find out where they go, where they hang out, and start by learning to some degree through immersion in the culture. The best way to learn any language, is to incorporate several avenues (such as dictionaries, videos, classes, textbooks, AND interaction).... this will aid in speeding up the process. But don't forget to practice outside of the avenues as well, or your Memory-Recall may not be so good.
