Where do you learn surf on emerald green Pokemon?

You said "emerald green" so I'm not sure if you're talking about leafgreen or emerald. In leafgreen you have to go to the safari zone and find the secret house and the guy in there will give you the surf HM. I don't remember how to do it in emerald.

1. Go into your bag and go to your TM/HM pocket

2. Locate HM-03 (you must get it from Wally's parents after the fifth gym)

3. Load the HM

4. Choose a Pokemon you want to teach it to

5. Choose which move you want to delete or make room for Surf

Exception: If you do not have room for Surf, go to Lilycove City to the Move Deleter. He is located in the North part of the city.

6. You can now Surf on water!

First you need the HM which you get from a man after beating the kimono girls in erecutek city. Then use the HM to teach a Pokemon surf.
