Using a paint brush, paint each side of a strip of newspaper and attach it to the balloon. Repeat until the balloon is covered in paper. Allow to dry, then repeat with a few more layers. When the last layer is dry, take a needle or pin and pop the balloon. You can then decorate the head as desired.
