I have a similar task to complete for my tech. exam. here a couple tips that might help you. cut the paper into long strips n roll them around a thin round object such as a pencil, pen, or dowel. and insert each tube into the each other (this might save your tape ) also try your best not to bend or crinkle the paper is makes the paper weak. also make sure you have a strong base. the triangle makes the biggest strongest base, also make sure you don't make it too small .

To make a tower out of paper you need to fold the papers in half and fan-fold them. Do this a few times and tape the fan-folded paper along each other. A book will not fallÊÊwith this method because you are strengthening the paper.Ê
A simple way to make a tower using only a single sheet of paper it to form the paper in a circle by rolling it up along the short end. This will result in your having a cylinder the length of the longest side of the paper. By rolling it not too tightly or too loosely, you'll have a robust tower with some good volume to it.
Iv'e done this once, just cut the paper into strands and put them together. NO! Don't listen to me, I'm fat

Use squares and triangles to make a big tower, that way it will be sturdy and strong. Use hard and firm materials such as wood, metal or plastic. If it is a tower made of paper then use layers of thick paper to keep strong and upright. Jinny Fisher.
The trick is to make a strong base.
