The time-line in Windows Movie Maker is a means of viewing all tracks (Video, Audio, Overlay) in the project, while the Storyboard is primarily used to add effects and transitions.

The easy way is to title the slide, Timeline, and then add bullets that begin with the oldest date and a brief description of what occurred on that date. Add bullets that cover the key events in the timeline and end with the latest bullet.
Down on the bottom, click on the arrow beside where it says Storyboard. It will give you the Time-line.
Windows 7 Movie Maker is actually Windows Live Movie Maker which is a stripped-down version of Windows Movie Maker 2.6. It does not have all the features and functionality of the 2.6 version... including a Timeline.
