Construction method varied considerably depending on shelter type.
The Anderson shelter:
1. Dig trench 10ft x 4ft and 3ft deep
2. The separate sections were then bolted together an d placed in the pit
3. The rear section was put into place then the door
4. The whole structure was then buried with 30" of earth at the sidesand back with 15" on top.
In World War 2 the general populous could purchase Anderson Air Raid Shelters and another type I think was called the Morrison Shelters. They were assembled in the yards of people's home or wherever they chose to put the shelter. You needed an area to make the shelter near your place of residence or work or farm. You needed tools to assemble the shelters and sandbags to protect the shelter. Since it takes time to write it all up I have attached some links for you that explain everything. Air raid shelter are often made in every country especially near strategically important areas/VIPs locations. However for general public air raid shelter are made when a country fears/participate in a war.
