There are no calipers used with brake drums. Brake drums work with curved brake pads pressing against the inside circular surface of the drum when the brakes are applied. These pads are held in place and pushed by a spring and lever assembly that is mounted to a steel plate attached to the wheel or axle of the car. This plate does not move. Calipers are used with disc brakes to hold the brake pads on both sides of the disc brake and to apply them against the disc when the brakes are applied.
Check your back wheel cylinders,they are leaking,take both rear drums off and check for leaks.
Most cars have drum brakes in rear which the parking brake manipulates. Take off both rear wheels and brake drums. You should see a wire system inside that continues out the rear of the brake housing. This is the parking brake wire. Spray it with WD-40 or an equivilant rust penetrating oil. If this does not work, disconnect the wire from the brake mechanism and the brakes should release.

If it has been sitting the brake pads may be stuck to the drums. Backing off the tensioner may allow them to release enough to move but then you should remove the drums and clean them before resetting. If you jack both sides of the car up does one side move or are both sides not moving?
Well that has to be from your opinion my opinion is drums but i have tried both so you should try both and then see whats your favorite.

If you are new to doing drum brakes, then remove the drums on both rears and do one side while looking at the other side for reference.
If you're talking about the brake drums, (which need to be removed to inspect or replace the brake shoes inside), they just slide off. First, remove the wheel. Next, wiggle and pull the brake drum (the dinner-plate sized cast-iron bowl-shaped cover) with both hands until it slides off the lugnut studs. Now you can inspect the brake parts.
