first you meet it at the burnt tower, it runs off after you confront it. then fly to cianwood cioty and in the far north part of town there is a house outside the house is suicune, suicune will run off again when confronted and eusine will come. after that it will be on route 42 when you surf across the part from ecruteak city it will be in the apricorn patch there. after that it will apear in kanto on route fourteen, here eusine comes and challenges you to a battle then goes off to get suicune, but its not too late for you fly to cerul;ean city and go to cerulean cape, there will be suicune waiting for you to claim it. it is a t level forty, i caught mine with a net ball, so try that along with various other types if it doesnt work. whittle downits health and try to paralyze it or put it to sleep. hope this helped!

As I said, it is nearly impossible. But if you reset your game enough times, you will eventually encounter one. Suicune remains the same no matter how many times you encounter it.
