The effect is quite pronounced on small pieces of wood, and it is positively dramatic on tiny things like parsley flakes floating on the water.

What's happening is that the piece of wood floating in the water is acted on by the surface tension of the water. The water pulls in every direction, so the wood doesn't move. A tiny drop of soap will break the surface tension of the water, and the surface tension on all the OTHER areas of water will cause the wood to be pulled away from the soap drop.
