If you are using windows I'm guessing you are talking about the bar with your start button. That whole bar can be clicked on and dragged to any side of the screen. If it won't move, right click it then select "lock the taskbar" and it will unlock it for you to move it. After you move it where you want, right click it and once again select "lock the taskbar" and it will stay there. Hope this helps!
