You have to come from behind the guy on the right. He suddenly won't be there anymore after you do. This means entering the Reception Gate from Route 22, west of Viridian City in Kanto. To get the guy on the left in the Reception Gate out of the way, you will need to get Professor Oak's permission (in Pallet Town) to enter Route 28 and Mt. Silver after collecting all 16 Badges. After you do that, the left guy will also mysteriously vanish for good!
How you go to Pokemon league?
Go to Viridian City, and head west. You go through the gate check, and victory road, and you're there.
Why is it that you could not enter the gate through victory road even though i have already completed the 8 badges in Pokemon shiny gold version?

Diamond, Pearl, Platunum: You can only go to victory road. Heart Gold, Soul Silver: You could pick Victory Road, Kanto or Mount Silver(Kanto and Mt. Silver roads will be closed(Kanto Closed for time being and Mt. Silver needs Scary Strong Pokemon)
