Go to the Sealed Chamber in the current and go to the braille wall underwater. Press B and accept. Then go up until you see a big braille wall. Use Dig. Then go up as far as you can again. Put a Wailord at the front of your party and a Relicanth at the back and read the braille. Come off of the braille and the room will shake. The Regi's caves will open.

Or You can do the thing with wailord and relicanth. THen use sweet scent in the caves or something like that
