First Astilbe do not have bulbs. They have fibrous roots and can be kept in your vegetable crisper up to 3 weeks but quick planting is preferred for best results. On-line searches on info regarding care of these plants. Enjoy
This sounds like a fairy duster, or Calliandra.
The astilbe seed comes after the flower on the same stem. Remember the plants reulting from the seeds may not be the same as the parent if you want the same split the root.
