There is one torx screw holding it on. Once you take that off there are two o rings holding it inside. You may have to use a flat head screwdriver between that and the throttle body and carefully pry it off.

It should only take you around 10 or 15 minutes to change. Buy it new; it doesn't even pay to clean it. It works half the times. But it will go bad eventually…

check idle valve control hose for cracks , idle valve to air slider hose for cracks , heat does a number on them. Also check valve cover to intake hose , clean throttle body with maf sensor cleaner or iso alcohal 90%of the time this takes care of the problem I had this on mine, turned out to be the intake manifold gasket needed replacing.
How do you change the fast idle sensor valve on a 1991 Honda Accord EX?
well the fast idle thermo valve ,is on the top of the motor right on the intake manifold,it has two screws on the top, let engine warm up , take the screws out. put finger over and gently push ,with engine running. If no air flow replace valve,or unscrew the plastic top of valve, and with sand paper placed face up on a flat surface sand down bottom of valve. This will let the heat reactive part of the valve shut of sooner blocking the excess air from entering the intake manifold and raising idle.
