Bluetooth devices, when in discoverable mode, are able to be seen ( discovered ) by other bluetooth devices. If two phones connect, the phone that is trying to establish the initial connection, must be looking for a phone that is "discoverable" otherwise it will not see it. Once the connection is saved, discoverable mode is no longer necessary, as the phones already know each other. This is only necessary during an initial link.

I have a qtek 9100 but not a bluetooth headset, so my hypothesis is this: Tap >Start, >Settings, >Connections (at the bottom), >Bluetooth, >Devices (at the bottom), >New Partnership. It should come up with your headset, but you might need to make the qtek discoverable by: >Start, >Settings, >Connections (at the bottom), >Bluetooth, >Mode (default, already on that screen), then tick the 'Make this device discoverable to other devices'. Oh, and don't forget to actually turn the bluetooth on! using the Comm Manager. Hope this helped.
