You sure can! The ratio is 1 tablespoon per quart of water. It does work but not as well as carpet shampoo. I would use it if you run out of carpet shampoo. Try not to add much more detergent.
I guess it depends on the model but I have a Whirlpool Atlantis and the fabric softener goes in the container located on top of the agitator in the middle of the drum. It is removeable for cleaning so yours may be missing, or it was never put in. It is designed to dispense when the machine is spinning in the rinse mode. If you add a cap full of fabric softener concentrate, add a cap full of water too.

Well first you get your detergent and put some on the clothing and thenpop it the washer Or Get it dry cleaned which costs $!! ;-)
If the colors of your clothes bled in the washer, don't put them in the dryer. The dryer will set the dye into the clothes. Take the lightly colored items that were stained by the bleeding dye and put them back into the washer without detergent on a hot water cycle.
Wash by hand in mild detergent (they have a special product, but just something gentle). Hang to dry. Do not put in washer or dryer.

I have a Fire Fly windbreaker and I just use Zero Colour Revive detergent, I had wash and put it on the line outside. DON'T USE BLEACH, DON'T WASH IN WASHER AND DON'T DRY IN DRYER !!
I don't understand why you would put detergent in milk.
