You'll need to remove the existing base by removing 8 Torx-head screws, 6 on each side where the "spring plates" fasten to the chair frame and 2 from the ratchet mechanism fastened to the front of the existing base. Install the ratchet mechanism to the front of the H frame using the 2 screws you removed. Install the remaining 6 screws into the H frame. NOTE: The rocker springs are under slight tension, you'll need to use something to line up the screw holes. I used big Channel-Lock pliers and a 4' pry bar. Once the H frame is installed, put the swivel base on the H frame using the 4 long screws provided. Make sure all the screws are snug, flip the chair back up and enjoy.
If you can't look at it and figure it out yourself, you probably can't do it. Chairs that both swivel and rock use a different mechanism from chairs that just rock, and if you're not sufficiently mechanically inclined that you don't need to ask, your best bet is probably just to buy a different chair.
