You'll need to remove the existing base by removing 8 Torx-head screws, 6 on each side where the "spring plates" fasten to the chair frame and 2 from the ratchet mechanism fastened to the front of the existing base. Install the ratchet mechanism to the front of the H frame using the 2 screws you removed. Install the remaining 6 screws into the H frame. NOTE: The rocker springs are under slight tension, you'll need to use something to line up the screw holes. I used big Channel-Lock pliers and a 4' pry bar. Once the H frame is installed, put the swivel base on the H frame using the 4 long screws provided. Make sure all the screws are snug, flip the chair back up and enjoy.

Chairs that both swivel and rock use a different mechanism from chairs that just rock, and if you're not sufficiently mechanically inclined that you don't need to ask, your best bet is probably just to buy a different chair.
